Identified
We believe this issue is in fact caused by AWS' networking issue in eu-central-1. Network connectivity is intermittently improving, allowing data processing and message sending latencies to return within normal ranges. We are continuing to monitor and investigate.

Investigating
We are currently experiencing delayed data processing and message sending in EU 01. The initial cause appears to be connectivity issues to a database caused by a networking issue with Amazon Web Services affecting eu-central-1 region but we are continuing to investigate. Amazon has posted the issue to their status page at https://status.aws.amazon.com/ which we are monitoring.
